Description
Crawford Memorial Hospital is a progressive Critical Access Hospital with advanced technology, modern atmosphere, and continuously expanding campus located in Robinson, IL. We are currently seeking an innovative, patient centered director with excellent decision making and communication skills for our Medical Records Department.

Position Summary
The Medical Records Director is responsible for overseeing the general operation and HIM activities of the hospital Medical Records department with primary emphasis on assuring the integrity of medical records, internal consistency and completeness of release of information to appropriate agencies, and HIPAA compliance. This position coordinates chart availability for direct patient care, physicians, auditors, committees and other reviewing agencies. Fosters a strong working relationship between medical staff, administration, other departments and HIM personnel. The Medical Records Director also serves as the HIPAA Privacy Officer.

General Duties, Tasks and Responsibilities
* Develops, initiates, maintains, and revises policies for the general operation of the Medical Records department to ensure quality management of all records in compliance with state and federal regulatory requirements.
* Implements appropriate coding guidelines for various departments, ensuring that records are kept in accordance with established procedures; maintains appropriate internal controls over medical records and coding functions.
* Manages the daily operations of the coders and guides the efficient and effective process for coding, abstracting, and data reporting of all clinical services provided.
* Provides leadership for coding staff with training, coding compliance reviews, regulatory guidance, work distribution, and monitoring of accounts receivable issues related to coding.
* Serves as the HIPAA Privacy Officer; identifies, investigates, reports and follows up with HIPAA violations.
* Manages all required breach determination and notification processes under HIPPA and applicable breach rules and requirements.
* Organizes and maintains data for clinical databases and registries; abstracts information from records as authorized/required for insurance companies and Medicare per Standards of Practice.
* Returns incomplete records/charts to the appropriate staff for correction; collects, assembles and compiles records for committee review, as requested, and prepares reports for staff/other committees as directed.
* Manages and coordinates a system for safeguarding and updating active and inactive patient medical records.
* Responsible for destruction of records after designated time frame by shredding, burning or monitoring company hired to do so. Maintain log of destroyed records.
* Works with the Human Resources Department and others as appropriate to develop a HIPAA training program covering topics required by federal law for participation in government health care programs and an effective monitoring program. Training developed shall also include appropriate introductory training for new employees as well as ongoing training for all employees and managers. Monitors the performance of the HIPAA Program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness.

Education Requirements
• Associate's Degree in Health Information Management Required
• Bachelor's Degree in related field Preferred

Certification / Licensure Requirements
• RHIA or RHIT Certification Required

Experience Requirements
• HIM functions and medical coding minimum 5 years Preferred
• Supervisory minimum 2 years Preferred

Computer Skills
• Strong computer skills including MS Word, Excel, Outlook and Coding Software

Additional Skills
• Excellent management skills and ability to motivate a team environment
• Capable of taking initiative to make decisions and is an advocate for change and improvement
• Excellent knowledge of all HIM functions, upcoming coding changes and State and HIPAA regulations
• Strong teamwork skills with the ability to communicate and work with various personalities, styles and levels of management
